Is it possible to get forced to have a gender change by your parents in mexico with no consequences for them?

One of my friends, who never lies, told me once he knew someone who went to mexico with his parents and was forced to get a gender change. He said he was twelve at the time and was forced to get breast implants, his privates.. chopped off, and to get surgery to fully become a woman. I told him how was this possible? Isn't it illegal in america? Wouldn't the parents have consequences when they came back? Could this just happen? I only somewhat beleive him cause he has never told a lie and we've been friends for a'while.Is it possible to get forced to have a gender change by your parents in mexico with no consequences for them?
It would not happen no surgeon would do that to a 12 year old. The person has to have been on hormones for a period of time and they have to have been tested. The whole thing with the standards of care is that people cannot go through transition unless they really need it. You cannot get the surgery until you are 18 and have passed a lot of tests.
