Nobody ';changes gender';. Gender identity is inborn and unchangeable. If you are transsexual you were born this way (female inside). Step one would be seeing a gender therapist:

Umm..you started feeling like a girl? Well you are only 14 and at this age we teenagers start ';experimenting'; new things.Maybe this feelings will go away.Don't change your gender.For some reason God made you a boy and not a girl.If you think you feel like a girl maybe you feel weak and need excersise or maybe you're gay.
