On the Avatars page, click the Preferences link in the upper right. On the next page, click the Change button in the Change Gender area.

i guess it depends on your profile..
change the gender in your profile at http://members.yahoo.com or http://profiles.yahoo.com and then try http://avatar.yahoo.com to change the pic..
