In the USA your legal sex is determined by what's on your birth certificate.
You don't say whether the person in question is a transsexual woman or transsexual man. The requirements are different for each. For transsexual women 47 states require sex reassignment surgery (SRS) in order to change your birth certificate. 3 states (Ohio, Tennessee % Idaho) do NOT allow any changes. Also it doesn't matter where you live, it depends on where you were born. Also SRS the feds (Social Security Agency) will recognize your legal change as well.
Driver's licenses are more complicated. All states let you change your name, but only a select few let you change your gender without surgery. You really need to check with you states DMV because policies can change. However, this webpage list links for some:

School documents depend mainly on if they are public or private. Private schools don't have to comply with anything or anyone. So be prepared for them to be uncooperative. Public institutions will allow you to change your name after a legal name change, but you'll have to ask them how they handle the gender field (if they even have one).

edit: You parents must agree to any legal changes if you are under 18. Also keep in mind that per the Standards of Care you cannot get bottom surgery until you are 18.
